Wrap the emoji in its own span and put the attribute there, so only the hand moves. It turns about a point low on the right, like a wrist, a second after the page paints and then every four seconds. Mark the span aria-hidden, because the emoji is decoration. Under reduced motion the hand stays still.

The greeting opens the phone mockup on the Legal home, where the wave is the first thing that moves on the screen.
