An outage

An icon, a plain-language message, and the caller's own link as child content. It is a role="status" region, so a screen reader announces it. The caller's class sets the strip's colours; the Legal site uses the warning container while its phone lines are down.

Without an action

Leave the child content out when there is nothing for the visitor to do, and the icon out when the message speaks for itself.
