Put it on the Google rating link itself. A second after the page paints, each filled star swells and turns in turn, a tenth of a second apart, then the row rests for about six seconds. It only reads the rating's stars, so it does nothing on any other element. Under reduced motion the stars stay still.

On the Legal home the rating sits just below the quote card, so the sparkle and the hopping tiles take turns drawing the eye to the first step.
